Physician Advisory Council Evolves into Clinical Leadership Council

Target Audience & Estimated Reading Time: HPA-OHT member organization leaders | 3 minutes

Why it Matters

Primary care often serves as the first point of contact and plays a critical role in helping people access, navigate, and stay connected to care. The newly elected Clinical Leadership Council (CLC) of the Primary Care Network (PCN), evolving from the long-standing Physician Advisory Council (PAC), brings together frontline clinical and system leaders to help inform HPA‑OHT priorities, strengthen collaboration across sectors, and ensure decisions are grounded in real‑world experience.

While the Council includes a strong primary care voice, its role is system‑focused to support better access, coordination, and movement through care for patients and families across community support services, home care, hospitals, mental health and addictions, and primary care.

Dig Deeper

The Clinical Leadership Council represents the evolution of more than six years of clinical collaboration through the Physician Advisory Council (PAC). With a refreshed structure and expanded membership, the Council builds on this strong foundation as clinical leadership transitions into the Primary Care Network and broader HPA‑OHT governance and planning tables.

Members were nominated and elected by their peers, reflecting a shared commitment to collaborative leadership.

We are pleased to share the elected members of the Clinical Leadership Council:

Family Physicians

  • Dr. Hilary Watson, Maitland Valley FHT
  • Dr. Joel Brown, Bluewater & Area FHT
  • Dr. Erin Glass, STAR FHT

Specialist Physician

  • Dr. Thomas Haffner, Huron Perth Healthcare Alliance

Executive Director

  • Robin Spence Haffner, Listowel Wingham and Area FHT

Primary Care Nurse Practitioners

  • Stephanie Greenfield, Maitland Valley FHT
  • Judy Gardiner, Stratford FHT
  • Julie Murtha, Listowel Wingham and Area FHT

The strong engagement throughout the expression of interest and voting periods reflects a shared commitment to advancing primary care and strengthening system collaboration within the HPA-OHT.

Next Steps

The Clinical Leadership Council has begun its work, holding its first meeting this month and focusing on priorities that support system integration and primary care transformation. Updates will be shared through HPA‑OHT communications as this work progresses.
