HPA OHT Strategic Planning: What’s Underway and What’s Ahead

HPA‑OHT is developing a new Strategic Plan to set a clear, shared direction for the years ahead. This page provides an overview of HPAOHT’s strategic planning process as of May 12, 2026 and will be updated as the work progresses.

Why it Matters

The Huron Perth & Area Ontario Health Team (HPA‑OHT) is refreshing its Strategic Plan to clarify what we are collectively working toward, how we measure success, and where we focus our shared effort as a system.

A refreshed Strategic Plan will:

  • Align member and partner organizations around a common direction
  • Clarify HPA‑OHT’s collective role and accountability
  • Support strong stewardship and system‑level decision‑making
  • Provide a clear foundation for implementation and monitoring over time

This work ensures HPA‑OHT continues to evolve in response to community needs, system pressures, and provincial priorities.

HPA‑OHT’s current 2023–2026 Strategic Plan was extended by one year to allow time for a thoughtful and inclusive planning process. This work will result in a new Strategic Plan, Mission, Vision, and Values by the end of June 2026 and is being supported by Maria Sánchez Keane (Centre for Organizational Effectiveness).

The planning approach is designed to move from understanding system context and priorities, to validating and refining strategic directions, and ultimately to developing a clear, actionable plan that supports implementation across the system.

A summary of the work completed that supported achievement of the 2023 – 2026 strategic plan objectives is available to support continuity and reflection as future priorities are shaped.

What's been completed (as of May 12, 2026)

Planning & Governance

  • A formal Request for Proposals (RFP) was issued to support development of the new Strategic Plan
  • An external consultant was selected through joint leadership of the Implementation Committee and Planning & Priority Setting Committee
  • System leadership approved a one‑year extension of the current plan to support meaningful engagement

Phase 1: Discovery Phase 1 focused on understanding what is working well, where gaps exist, and what matters most moving forward across the system.

Engagements included:

  • Presentation and discussion with Planning & Priority Setting Committee (April 27)
  • Presentation and discussion at the HPA OHT All Members Meeting (April 28)
  • 30-minute interviews with Implementation Committee and Planning & Priority Setting Committee members (April 20–May 4)
  • Strategic Planning Survey with members/partners, boards, PFAC, and Clinical Leadership Council (April 20–May 11)
  • Public consultation via Social Pinpoint (April 27–May 6)
What's happening in May

Phase 2: Validation & Refinement (May 2026) – This phase focuses on validating findings from the Discovery phase and refining strategic priorities before plan development.

Key activities:

  • Review of the Discovery Report
  • In‑person Summit to confirm priorities, test assumptions, and identify areas of focus moving forward

What's coming up in June

Phase 3: Development & Review (June 2026) This phase will focus on developing and reviewing the draft Strategic Plan, Mission, Vision, and Values, informed by all engagement to date.

Planned engagements include:

  • Review of draft strategic plan with Planning and Priority Setting and Implementation Committee (June 9)
  • Review of draft strategic plan with member organizations and board members (June 15)
  • Review of draft strategic plan at All Members Meeting (June 16)
  • Implementation of strategic plan discussion with Planning and Priority Setting (June 22)
